Information Regarding Iowa's New Livestock Bill -SF 2293
by Angela Rieck-Hinz, Department of Agronomy, Iowa State University

Senate File 2293, known as the Omnibus Livestock Bill, passed the Iowa Senate on April 10, 2002 with a vote of 37 to 13. The bill passed the Iowa House on the last day of the regular legislative session with a vote of 81 to 13. Governor Vilsack signed the bill April 29, 2002

The bill contains many provisions, some will become effective upon signature of the Governor, and some provisions will not become effective until March 1, 2003. During the interim time, the Iowa Department of Natural Resources will go through rule-making to interpret and define certain provisions of the bill.

Due to the fact that certain provisions of the bill are new and will require rule-making to implement, producers are encouraged to study the bill and the following summaries of the bill to determine how the new legislation may affect their livestock operations.

The following link to the Iowa Pork Producers Association provides a good summary of the provisions of the bill, the effective dates of the legislation and how the bill will impact producers. In addition to this summary, please view the summary prepared by the House Democrats. This summary contains the history of the bill and highlights of the bill.
