December 2009 IMMAG Update

Welcome to the monthly update for the Iowa Manure Management Action Group (IMMAG) Web site. This update is provided as a service to inform you about changes made to the IMMAG Web Page or items of interest dealing with manure management and air quality from animal feeding operations. CURRENT NEWS: The Current News page on the IMMAG site is updated weekly. Please check this site often for the latest news regarding animal feeding operations and manure management issues.

The most recent current topic posted to the ISU Agronomy Extension Soil Fertility Web page is titled "Runoff Phosphorus Loss Shortly After Applying Fertilizer and Animal Manure without Incorporation into the Soil." This article summarizes results of three on-farm projects in Iowa that investigated effects of the P source and the time between P application and runoff on P loss with surface runoff. This article has been linked on the IMMAG homepage under Latest News column or you can access it directly on the Soil Fertility Web page by clicking on the title of the article in this paragraph.

The DNR will be holding public hearings regarding the latest changes to Chapter 65, Animal Feeding Operations, of the Iowa Administrative Code. This rule package is quite extensive and contains provisions that go back several years to update the code. In addition, this rule package contains new provisions prohibiting application of liquid manure from confinement facilities on snow-covered or frozen ground and stockpiling regulations. A copy of this rule package can be found on page 1534 of the Iowa Administrative Bulletin. Once on this site, scroll until you find the Table of Contents for the Environmental Protection Commission (pg.2) and then click on the page number for Notice to Chapter 65. Public hearings for this rule package are scheduled as follows:

Although the rules regarding application of manure on snow-covered and frozen ground are out for public comment, you need to know the law is effective. With that law comes dates regarding application restrictions and the first date you need to be aware of is right around the corner. As of December 21 liquid manure from a confinement feeding operation can not surface apply manure on snow-covered ground. An exception to this rule is if the liquid manure can be injected or incorporated on the same day.

MANURE APPLICATOR CERTIFICATION:

Confinement site manure applicators are reminded they must attend 2 hours of training each year of their 3 year license or they will be required to take a remedial exam before renewing their certificates in 2010. If you have not attended your two hours of training in 2009, please contact your County Extension Office to make an appointment to watch the training video or determine the next opportunity for training. A list of County Extension Offices and contact information can be found at: http://www.extension.iastate.edu/ouroffices.htm. Click on your county for contact information.

EVENTS:

December 18, 2009. The Livestock and Poultry Environmental Learning Center will be hosting the Webcast "Greenhouse Gas Emissions Estimation and Reporting." This Webcast will begin at 1:30 p.m. central. For more information including instructions on how to participate please click here.  Anyone can participate in these webcasts.
January 6, 2010. Iowa Commercial Manure Applicator Certification Training. This training will provide the necessary 3 hours of annual training for commercial applicators to meet certification requirements in Iowa. For a list of County Extension Offices offering this training please see this url. Please contact the County Extension Office where you plan to attend to register for this training.
January and February 2010. Confinement Site Manure Applicator Certification Workshops. Please see http://www.agronext.iastate.edu/immag/certification/10confdates.html for a complete list of workshop dates, times and locations.
February 2010. There are 6 dry manure applicator certification meetings scheduled around the state in February. These meetings meet the certification requirements for both commercial and confinement site manure applicators that handle dry manure. A list of these meetings can be found on the IMMAG Events page at: http://www.agronext.iastate.edu/immag/events.html
RESCHEDULED: Due to inclement weather in December the workshop "On-Farm Anaerobic Digestion: Considering the Options"will be rescheduled. This workshop is being sponsored by the Amana Farms Renewable Energy Center and Iowa State University Extension.
