May 2007 IMMAG Update

Welcome to the monthly electronic update for the Iowa Manure Management Action Group (IMMAG) web site. This update is provided as a service to inform you about changes made to the IMMAG Web Page or items of interest dealing with manure management and air quality from animal feeding operations. CURRENT NEWS: The Current News page on the IMMAG site is updated weekly. Please check this site often for the latest news regarding animal feeding operations and manure management issues.

On May 8, 2007 the EPA announced a proposal to extend certain deadlines for Concentrated Animal Feeding Operations (CAFOs) and NPDES requirements. A copy of the Federal Register announcement can be found at: http://www.epa.gov/fedrgstr/EPA-WATER/2007/May/Day-10/w9027.htm.

On May 14 the Iowa DNR announced the EPA proposal to extend these deadlines would have no affect on CAFO operations in Iowa since the deadline of July 31, 2007 for nutrient management plans for open feedlot CAFOs was in state statute. Open feedlot producers are highly encouraged to start the process of developing their nutrient management plans now to meet the July deadline. A majority of producers will need to get soil samples taken, have manure agreements developed, and have their nutrient management plan developed. In addition, the nutrient management plan must go through a public comment period so the time it will take to do this adds to the amount of time to complete all of the requirements by July 31. Producers who need help with this process may want to consider hiring a service provider to help develop their nutrient management plan. A list of service providers who develop plans can be found at this url . If you plan to hire a service provider to complete your plan, take the time to ask about their experience in working with open feedlots. Open feedlot producers can access the DNR's nutrient management plan form at: http://www.iowadnr.com/afo/forms/5422021.doc. This form is required by DNR. Other NPDES recordkeeping requirements can be met by accessing forms on the IMMAG Plans, Permits and Regulations page under the section for Open Feedlots or directly at this url. Form 1-11were prepared for the April 2007 Feedlot meetings held in Carroll and Orange City. Forms 1-11 are not required, but the records in the forms are required to be recorded and reported as part of a NPDES permit. Other forms required by DNR are also linked on this site.

The Iowa NRCS announced a new incentive payment for the development of Comprehensive Nutrient Management Plans (CNMPs). The deadline for applications is May 28. For additional information please see this url.

The next RUSLE2 and the Iowa P-Index Workshop is scheduled for June 12, 2007, from 8:30 a.m. to 4 p.m. This workshop will be held at the Pappajohn Education Center, 1200 Grand Avenue, Des Moines, Iowa. This workshop will teach the fundamentals of using the RUSLE2 and Iowa P Index software. This workshop will focus on the use of these software programs for use in developing manure management plans and nutrient management plans. Registration is limited to 30 people and you must bring a laptop computer. Software will be provided. As of May 15, only 14 seats remain open in this workshop.

Advanced RUSLE2 Workshop -June 13, 2007.This workshop is a continuation of the regular RUSLE2 workshop and builds upon the principles of practice-based changes to reduce erosion in both the RUSLE2 software and implementation of the Iowa P Index. At this point in time registration is open only to those people who have attended the first RUSLE2 workshop. If you have questions regarding this workshop, please contact Kapil Arora at 515-382-6551 or Angie Rieck-Hinz at 515-294-9590. There are plenty of seats remaining for this workshop.

The Upper Midwest Manure Handling Expo-Manure Tech 2007 will be held on August 21, 2007 at the U.S. Dairy Forage Research Center in Prairie du Sac, WI. More information can be found at: http://www.wimanuremgt.org/
